Description: The evaluation focused on examining the extent of implementation of the phase out of the secondary learning centers and reviewing academic outcomes for transitioned students. The report presents findings and recommendations based on classroom observations, surveys of school staff and parents, interviews with central office staff, and analysis of student outcomes on the Maryland School Assessment (MSA), Measures of Academic Progress-Reading (MAP-R), and course grades.

Recommendations:

  • The evaluation findings indicate progress toward implementation of coteaching strategies, supports for transitioned students and their families, and increased parent satisfaction.
  • The analysis of student outcome data reveals a need to reexamine the relationship between course grades and state assessment scores after the Modified-MSA is administered in spring 2009.
